    What has actually been approved

    This is a real project with real money behind it, and it is worth being precise about how far it has come:

    • The Cabinet Committee on Economic Affairs approved a six-lane, access-controlled bypass of 19.2 km across Punjab and Haryana on hybrid annuity mode, at a capital cost of ₹1,878.31 crore.
    • The route runs from the NH-7 junction at Zirakpur–Patiala to NH-5 at Zirakpur–Parwanoo.
    • A connecting 10.3 km spur was approved in February 2026, tying the bypass into the Ambala–Chandigarh greenfield expressway near Rajo Majra.
    • Letters of award were issued on 27 March 2026 — the bypass at ₹1,380 crore and the spur at ₹603 crore.
    • The Ministry of Defence granted working permission for 2.7461 acres at Chandimandir Military Station in March 2026.

    Five days after the letters of award, it stopped.

    What stopped it

    On 1 April 2026 a division bench of the Punjab and Haryana High Court stayed the felling of any tree, of any age or species, anywhere in Haryana without the court's prior permission. The bypass requires clearing roughly 5,000 trees, of which about 2,790 are described as forest trees, against a state forest cover of about 3.65%. NHAI had committed to planting over 47,000 saplings in compensation.

    The court then went further than a pause. It asked two questions:

    1. Will Punjab and Haryana provide public land nearby for compensatory afforestation?
    2. Were alternative alignments genuinely studied before this route was finalised?

    It directed NHAI to re-survey the project and explore all options, engaging a reputed technical expert body. NHAI has begun that study and is expected to seek more time to file a fresh report.

    Why the second question changes how you buy

    A delay moves a date. A re-survey can move a road.

    Until the court is satisfied on alignment, the published route is a proposal under active reconsideration. Any pitch that prices a plot on its distance from the current alignment is pricing something that may be redrawn. That is a different and larger risk than “it will take longer than expected”, and it is not usually how the bypass is presented at a sales office.

    The same pattern is visible elsewhere in the Tricity: a separate PIL has challenged forest clearances for the Tricity Ring Road, with the High Court issuing notice over the felling of around 5,000 trees there too. Environmental litigation is now a standard feature of road projects in this region, not an outlier.

    What Zirakpur has done regardless

    None of this has stopped the market. A 3BHK apartment that sold for ₹50–60 lakh around the Covid period has crossed ₹1 crore — roughly 60% over five years. Activity has spread from the older Zirakpur core out along Airport Road, Patiala Road, the Dera Bassi road, Singhpura and Nagla road.

    That growth happened while the bypass was still on paper, which is the useful observation: Zirakpur's demand comes from its position between Chandigarh, Mohali, Panchkula and the airport, and from being where people priced out of Chandigarh actually land. The bypass would improve it. It has not been what drove it.

    Before you buy in Zirakpur

    1. Ask what the price would be without the bypass. If the seller cannot answer, you are being asked to fund a corridor that a court has ordered re-surveyed.
    2. Do not accept “on the bypass” as a location. Ask which alignment, from which document, and whether it is the alignment currently under re-survey.
    3. Check the project's own approvals — licence, layout, RERA registration, occupancy certificate where the building is complete. Ready-to-move stock with an OC is a materially different purchase from an under-construction tower.
    4. Watch the zoning, not just the plot. The High Court has separately ordered status quo on a sewage treatment plant in a Zirakpur residential zone over a master plan violation — a reminder that what gets built next door is not always what the plan says.
