Mohali Collector Rates: Up to 67% Higher, Half the District Unchanged - and the Stamp Duty Window Has Closed

The sub-registrar's own summary is the most useful line in the whole revision: the rates of almost 50 per cent of the area in the district remain unchanged. A district-wide “rates are up” headline is not true of half of Mohali, and it may not be true of the specific revenue estate you are buying in.
What a collector rate actually does
It is the government's minimum value for a property, and it does three jobs:
- It sets the floor for registration. You cannot register a sale below it. If you negotiate a price under the collector rate, you still pay duty on the collector rate — so the discount is smaller than it looks.
- It is the base for acquisition compensation. If your land is acquired under the 2013 Act, the award is built on the collector rate with a multiplier and solatium. A 67% rise in a village rate is therefore not only a cost — for a landowner facing acquisition it can work in the other direction.
- It is not a valuation. It is not what the property is worth, and it is not GMADA's base rate either. Those are three separate numbers doing three separate jobs.
What it costs you at the registry
Stamp duty in Punjab sits broadly in the 6–8% band depending on the document type and whether the property is urban or rural, with a registration fee on top. The duty is charged on the higher of your transaction value and the collector rate.
So a 32% rise in the collector rate for Mohali phases 1–9 raises the minimum duty on every sale there by about a third, even if sale prices did not move at all.
The concession has ended. A notification dated 12 January 2026 allowed registrations at 1% stamp duty up to 31 January 2026, 2% through February, and 3% through March. That window closed on 31 March 2026. If someone is still quoting the 1% figure to you, they are quoting an expired scheme.

- Look up the collector rate for the exact revenue estate, not the town. Neighbouring villages in this revision moved by 67% and by nothing at all.
- Calculate duty on the higher of the two numbers — your price or the collector rate — before you agree the deal, not at the registry window.
- Check the current rate schedule on the Punjab Revenue Department's document-wise list rather than relying on a percentage someone quotes from memory.
- If you are facing acquisition, find out which collector rate applies to the award and when it was last revised. On a village that just moved 67%, the timing matters a great deal.
